Reconnaissance Level Architectural Historic Resource Survey, Honoapi'ilani Highway

WSP USA Inc.

State of Hawai'i DOT, Oct 2024

40 architectural resources; 11 water structures; Olowalu Sugar Plantation Historic District

The WSP reconnaissance survey documents plantation-era ditch infrastructure, reservoir conditions, and historic water conveyance systems. The survey identifies multiple resources — including AR 9, AR 22, AR 31, AR 34, and AR 39 — where modern roads cut through ditch segments requiring realignment or bridging to restore flow continuity. This survey data informs ditch rehabilitation planning and reservoir restoration. Cut-basalt and concrete-lined reservoirs AR 9 and AR 31 have a combined historical capacity of 5 million gallons daily and retain structural integrity despite decades of disuse.
